Workload-Unit billing scales with activity, not value
$0.30 / 1k WUBubble meters almost everything an app does as Workload Units, billed around $0.30 per 1,000 WUs above your plan's allowance. A busy app costs more whether or not it earns more, and the bill is hard to forecast before real traffic arrives. Retool bills the opposite way, per user, so the two only really diverge once you ask who the app is for and how many of them there are.

Retool's per-seat model is a bargain for a fixed internal team and a liability for an external audience. A ten-person internal tool on Business is roughly ten seats: predictable, cheap per head, and the app can be genuinely powerful. Turn that same tool customer-facing and the arithmetic inverts. External end-user pricing exists only from Business up, and every additional user is another seat, so 1,000 users, then 10,000, drive a bill that Bubble's activity-based Workload Units never incur. Bubble charges for what the app does, not for how many people do it. The curves cross at the exact moment an internal tool becomes a product, which is precisely when a rebuild on a database and app layer you own pays for itself.

The trouble starts when an internal Retool tool grows outward, or a Bubble app grows up: Retool's per-seat bill balloons with external users, Bubble's activity bill grows unpredictably, and neither hands you code you can host yourself. Once an app has real external users, real data, and a reason to live for years, the honest answer is neither. A rebuild on a real database and an app layer you own removes the per-seat tax and the lock-in at once.
